Robert D. Carter is President and Chief Executive Officer of Regency Finance Company. He began his career as a consumer finance manager trainee with a predecessor company of Regency in 1971.  He has served in many operational capacities, including Senior Vice President, Chief Administrator Officer and Director of Branch Operations until the appointment to his present position in 2010.

A Western Pennsylvania native, Mr. Carter currently serves on the Board of Regency Finance Company. He previously served as a Director with both the Pennsylvania Financial Services Association and the Tennessee Consumer Finance Association.
