Robert D. Carter is Senior Vice President/Chief Administrative Officer and Director of Branch Operations of Regency Finance Company. He began his career as a consumer finance manager trainee with a predecessor company of Regency in 1971 and has served in many operational capacities until the appointment to his present position in 1991.

A Western Pennsylvania native, Mr. Carter serves on the Boards of Regency Finance Company as well as the Pennsylvania Financial Services Association and the Tennessee Consumer Finance Association.
